How World Leaders and Billionaires Benefit from a Shadow Economy at the Expense of Everyone Else

In the time of ever-growing authoritarianism and inequality, the leak of the Pandora Papers offer us a perspective on how money and power operates in the 21st century - showing us how the rule of law has been broken by a shadow economy upheld by the 1% and enabled by the United States and other wealthy nations.


The leaked documents expose how the wealthy use shell companies and other offshore accounts seeking to hide their financial activities such as investments in mansions, beachfront property, yachts and other assets from government tax agencies. The investigation has identified 336 high-level politiciens as well as more than 100 celebrities, billionaires and wealthy business owners tied to offshore havens according to 11.9 million files obtained from 14 different firms around the world.

The main goal for these offshore havens is to evade tax by setting up shell companies - companies created with the sole purpose of evading tax - in foreign countries. These companies are often layered in complex networks concealing the identity of the true beneficiary of the assets. The owner of the shell company would be the one financially benefiting off it while they list off other people’s names on the registration document. Normally, the owner of the offshore accounts would be obligated to pay taxes in their home country, however, it’s oftenly extremely difficult for authorities to discover the existence of offshore havens.

ICIJ, the organization behind the investigation, estimates that the amount of wealth held offshore ranges from $5.4 trillion to $32 trillion USD. However, it’s important to note that because of the complexity and secrecy of this shadow economy, it’s impossible to distinguish how much of that wealth is linked to crime and how much came from legitimate sources and have been reported to authorities.


Those who have been linked to the leaked files ranges from ex-UK Prime Minister Tony Blair, Czech Republic Prime Minister Andrej Babis, Russian President Vladimir Putin, Ukraine’s President Volodymyr Zelensky to even Shakira, cricket legend Sachin Tendulkar and model Claudia Schiffer

Journalists behind the investigation have dug up offshore havens in the British Virgin Islands, Seychelles, Hong Kong and Belize and the USA.


The report done by these journalists demands for tax reforms, resignations of those who were exposed as well as investigations into their financial accounts.
